    This is a first paperwork, dealing with following and reporting the performance of local governing authorities in Israel. Our main goal is to recognize the public's position regarding local services and executions and policy of central government towards local governing authorities. That, in order to develop deep thinking and explanations regarding processes in local governing and it's relationships with the central government. The report is based on reports of a sample of Israel's adult residents. This sample represents, at a large extent, the major sectors in Israel and we believe it can be based on in order to achieve the goals of the research.

     13. Uniting local authorities - what for? June 2008, Dr Rami Zaidan.
    First findings about 4 years past establishing the Carmel municipality by uniting local councils in Dalyat-El-Carmel and Isfya.

    On the later days of 2007, the minister of internal affairs - Minister Meir Shitrit, announced of a new plan to unite local authorities in Israel. That plan was supposed to be a complementary plan to the previos plan of uniting authorities, executed in 2003. Within less than 2 months, the minister of internal affairs has cencelled this plan, due to strong objection that the plan has raised. The topic made head-lines as this research was in progress. In this research we asked to inspect the idea standing behind uniting authorities in Israel, as it appeared in the unique case of uniting Dalyat-El-Carmel and Isfya.

    12. Research reports about innovation in the public sector: Comparative view of Israel. Prof Eran Vigoda-Gadot, Prof Aviv Shoham, Dr. Ayala Rubio, Dr. Nitza Schwavski.

    The organizations of health and welfare in the public sector in Israel lead in the parameters of organizational innovation. This, according to a new international research done by the University of Haifa for the European Union and exemined public organizations in 9 countries in Europe - Great Britain, Ireland, the Netherlands, Lithuania, Slovakia, Sweden, Norway, and Spain.
    In this research, done by Prof Eran Vigoda-Gadot, Prof Aviv Shoham, Dr. Ayala Rubio, and Dr. Nitza Schwavski from the University of Haifa, 100 questionnaires has been collected from employees and managers in health and welfare organizations in the public sector in each country. Additionally, 15 depth interviews were made with senior  managers in those organizations. The research found that the parameters predicting organizational innovation are openness (that reflects the organization’s tendency to accept new ideas), risk taking, orientation to the future (that reflects the organization’s ability to foresee future changes and developments), creativity, pro-activism (that reflects the organization’s tendency to seek new opportunities) and taking initiative to form its surroundings to benefit the organization. Of these 5 parameters, Israel’s organizations in the public sector are ranked first at 3 of them and second at the remaining 2. Also, it shows that the Israeli organizations excel in creativity – 4.25 points out of 5. On the second place are the Slovakian organizations with an average of 4.21 and on the third place the Norwegian organizations with 4.08. Also in orientation to the future the Israeli organizations are ranked first with an average of 3.93, followed by Slovakia (3.89) and Norway (3.55). The Israeli organizations were ranked first in pro-activism as well: an average score of 3.76, followed by the Norwegians (3.7) and the Spanish (3.55). In risk taking we are ranked second with an average of 3.19, compared to 3.47 of the Slovakians and also in openness, an average of 3.9, second only Slovakia for an average of 4.29.

    A comparative analysis of 17 countries. In the research, comparing the load upon courthouse in Israel with the load in 16 other developed countries. The research has ranked the states according to its judicial workload, and examined the influence of number of judges per head, range of judicial activity and amount of budgetary allocation on the workload in courthouses.
